To encourage everyone to bring in their homework, offer one letter for each time the entire class brings in their homework. They need to spell "We do our homework!" When they receive the final exclamation mark, they will be able to vote on a reward. I have done this for three years now and have had great success! Possible rewards are popcorn and drinks, math games, math jeopardy, math outside - whatever the children can think of!
Give a monthly reward to each child who remembered their homwork each week that month. For example, Book It coupons, prize box, extra minutes at recess, etc.
Don't give homework! Children need time to just be kids.
I feel that students do need some homework, just not tons of it. I always give my students time in class and try my best to not make the assgnments take up more than 20 minutes of their time at home. Homework is an extension of what we have worked on in class.
Make sure it is something the kids can do at home - if they do something wrong over and over it will be a learned behavior.
